I managed through the struggle to compile wireshark, and added your source (yeah!)
Wireshark now displays "IPSC MotoTrbo IP Site Connect" in the Enabled Protocols list, and it is selected ... actually everything is enabled. But when I try to use "Decode As", IPSC is not listed. I'm trying to display the messages contained in the payload data of my MotoTRBO site for troubleshooting an issue.
Please let me know if I'm using this incorrectly. Also, there was a compile error that I removed (not fixed) by commenting out g_assert (ul_sofar <= ul_count); from /ui/gtk/about_dlg.c of wireshark. I built wireshark first, then added your dissector and recompiled. I have no clue if this is a wireshark problem, user error (me), or something in your code. Wireshark does seem to be working ok, so.... let me know if I should be seeing my pcap files decoded as MotoTRBO traffic, just like your example image.
