Adds
tests/issue-1070.spec.ts, which loads /login at a 390x664 viewport, scrolls to the bottom of the page and asserts the "Don't have an account? Register" link clears the fixed footer bar and is hit-testable. It fails against the published apphelper and passes with the fix in ChurchApps/Packages#53.ChurchApps/ChurchAppsSupport#1070
