I am not carrying this branch forward because it also carries stale central review workflow state that would undo newer governance changes: direct OpenAI provider wiring, current timeout/retry policy, Strix timeout bounds, and current scheduler defaults. The longer OpenCode timing / DeepSeek-v3 ordering discussion is being handled in the newer central review-policy PR instead of through this superseded duplicate. |
