Gate the local security-process.yml trivy-fs job to non-PR events so it only scans the default branch, removing the per-PR duplicate. appguardrail-scan still runs on PRs. 중앙 필수 Security Scan이 PR마다 trivy-fs를 돕니다. 리포 security-process.yml의 trivy-fs 잡을 non-PR로 게이트(기본브랜치만 스캔) → PR 중복 제거. appguardrail-scan은 PR에서 계속 실행.
