• .table-wrap:focus CSS 속성을 .table-wrap:focus-visible로 변경했습니다.
• tbody tr:hover { background: #fbfcfa; } 스타일을 추가했습니다.
• .jules/palette.md에 scrollable region의 focus 처리 방식에 대한 Critical Learning을 기록했습니다.

🎯 Why:

• 보고서를 보는 사용자가 스크롤을 위해 마우스로 테이블 영역을 클릭했을 때 불필요한 포커스 링이 생겨 방해되는 것을 방지합니다.
• 데이터가 많은 넓은 표를 읽을 때 시각적으로 현재 행을 더 쉽게 인지하고 추적할 수 있게 합니다.

♿ Accessibility:

• 키보드 네비게이션 사용자를 위한 포커스 링(:focus-visible)은 그대로 유지되어 접근성을 해치지 않습니다.
