This PR optimizes the configuration and user loading mechanisms by introducing static caching with OnceLock and throttling to reduce disk I/O. It refactors the web interface to use these optimized loaders, removing redundant local caching. It also addresses a potential UI consistency issue by implementing cache invalidation for user operations. Finally, it updates the CLI deployment summary and the README documentation to accurately reflect the list of 28 integrated services and their ports.

- Updated `server_manager/src/interface/cli.rs` `print_deployment_summary` to include all services.
- Updated `README.md` with correct service list and ports.
