USDT transfer MEXC→Binance (order 120779) stuck InProgress since 2026-04-08 00:49. Blocks rule 299 in Processing status, preventing all ZCHF deficit pipelines → buy_crypto 119135 (56k CHF) stuck in MissingLiquidity for >13h. Migration resets order 120779, pipeline 59563, and rule 299 to Failed/Active so liquidity management can resume.
