To stay in line with the course-notes, DS-100/course-notes#21, I've upgraded this to Jupyter Book.
This PR does the following...
gitignoreandrequirements.txtAccessibility tests are expected to fail with this update. Accessibility issues are being addressed upstream.
We may also want to include redirects if there's a mismatch between Quarto link generation and JB link generation.
