Keep the development pins compatible with Python 3.9 or raise the support floor.
setup.py declares Python >=3.9, and CI installs requirements-dev.txt in its Python 3.9 job. setuptools==84.0.0 and pytest==9.1.1 require Python >=3.10, so dependency installation fails before tests run. Keep Python 3.9-compatible pins, or update python_requires and remove Python 3.9 from the CI matrix in the same change.
