This PR corrects the sea ice concentration anomaly style (in geomet-climate) by extending the range from
[-40, +40]to[-100, +100]. A bug previously caused regions with sea ice concentration changes exceeding the color bar limits to not be displayed correctly on the map.See issue 1214 in MSC GeoMet
