Introduce PowerShell getter functions and manifests for GitHub Copilot and OpenClaw Windows Companion. Adds Get-GitHubCopilot and Get-OpenClawWindowsCompanion which resolve a resource and call Get-GitHubRepoRelease (author noted in functions). Adds Manifests/GitHubCopilot.json and Manifests/OpenClawWindowsCompanion.json with release API URIs, version matching and file-type filters, and install setup entries configured for silent installation.
