Move to the locked rules_julia_depot 0.1.0 interface - #96

rules_julia_depot froze its consumer interface for 0.1.0 at 0f35a92, so pin that commit and follow its renames: - julia.toolchain is now julia.dist; it fetches a distribution and registers no Bazel toolchain, so the comments that called it one now say distribution. - The image rules take the distribution repository directly: julia = "@reactantserver_julia" instead of "@reactantserver_julia//:dist". The data and $(rootpath) uses of :dist and :bin/julia are unchanged; those targets still exist. - MODULE.bazel.lock picks up the extension's new digests and the dist repository's alias and julia_version.h export. Nothing here sets julia.depot's dir, calls image_depot.sh or sysimage.sh directly, or writes a depot hook, so the RULES_JULIA_DEPOT_* variable renames and the new sysimage.sh CPU target default do not apply.
