The install sync now runs only when user_path is non-empty, and a change in install state queues a user-data write. An empty OpenUser copies the current install_to_system value aside and writes it back after the old config tree is cleared. It leaves user_path empty when the command has no file path, so autosave leaves the previous user file alone, and it records a last-opened user only when that path is non-empty. Fixes EpicGames#986
