Bot should send a DM to each player to inform them when a game is starting

Since fighters seem to prefer to mute the group, the bot should send a direct message to each player when a game starts. Just one message though so it’s not too spammy.

Perhaps something like:
A new game is starting over on

[dagwud]

Also, nuke the low-effort attempt at pinging everyone in the Restart scheduler
