perf: add useMappedPolicies hook

Explanation of Change

Consumers were using useOnyx with a selector on policies to map each policy through a transform function. This is an incorrect use of selectors - selectors are meant to pick a subset of data from a single value, not to map over an entire collection. On top of being a misuse, it causes Onyx to run deepEqual on the entire mapped result to decide whether to re-render.

This PR introduces a useMappedPolicies hook that subscribes to the policy collection without a selector, then applies the per-item transform inline. This eliminates the deep equality check on the full mapped collection.

On the customer account with 5k policies, the time of deepEqual when navigating to Reports tab drops from ~200ms to 10ms with the total amount of time spent on new hook of ~90ms, which in total gives us 50% improvement.
