Simplify repository by removing all French translations

• templates/commands/ directory: plan_fr.md, specify_fr.md, tasks_fr.md

• ✅ No broken links or references
• ✅ Repository structure remains intact with 21 English documentation files
• ✅ All hardware-focused templates and tools remain fully functional
• ✅ CLI, scripts, and configuration files unaffected
