refactor(flowchat): remove obsolete stability diagnostics - #3386

Remove viewport, anchor, history-paging, and tail-follow probes after completing the FlowChat stability investigation. Drop probe-only state, helpers, and tests, and update the viewport documentation. Preserve scroll and paging behavior, regular warnings, and the existing flow_chat_diagnostics configuration and log transport.
