Intel recovery successfully stapled the accepted app and passed Gatekeeper, then failed when CloudKit lost the connection while validating the copy inside the mounted DMG (exit 68, NSURLErrorDomain -1005).
Share the existing bounded stapler network retry between normal verification and recovery, including all app/copy ticket operations. Keep the same three-attempt limit, backoff, exact transport-error match, and hard failures for missing/invalid tickets and every other error. Include the shared helper in pinned workflow verification so immutable-tag builds keep working.
Validation:
pnpm run check:github-config(54 passed, one existing PowerShell skip), including successful recovery after two mounted-copy network losses and failure after exhausted retries without replacing either distribution. Existing Apple/signature/Gatekeeper failure and pinned-policy tests pass; Bash syntax andgit diff --checkpass. No product or runtime changes.
