feat: local voice input, work center, and daily letter refinements

Summary

• Add local speech/voice input (SenseVoice) with settings UI and composer integration
• Improve work-center classification, running-process board views, and work service/API support
• Polish daily letter arrival/paper surfaces and rename flow-chat turn list into a timeline sidebar

Test plan

• Verify voice input settings: model download, enable/disable, and composer mic capture
• Open Work Center and confirm classification scopes, running process table, and work actions
• Create/open works from Work Dock and confirm navigation into the correct session
• Check Daily Letter scene + arrival dock rendering and date navigation
• Confirm flow-chat timeline sidebar filters and custom range dialog still work
• Spot-check en-US / zh-CN strings for the touched surfaces
