chore: bump to 5.10.20 - #2050

I bump Cargo.toml, Cargo.lock and debian/changelog to 5.10.20. The release carries rustls 0.23.46 (#2048), which fixes RUSTSEC-2026-0346 to 0349 and turns the scheduled audit green on main again. It also carries the config fix for multiline strings (#2043), the compose parser on yaml_serde (#2041) and the Podman 6.1.4 baseline (#2049).
