julia_publish: add pigz for parallel tarball compression - #292

The publish step's upload_julia.sh compresses the ~2 GB release tarballs with pigz when available, falling back to single-threaded gzip otherwise. Ship pigz in the image so the parallel path is taken. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
