chore: add typos pre-commit hook

Updates pre-commit hooks, adding

• typos
• check-toml
• trailing-whitespace
• end-of-file-fixer

and fixing the uncovered typos, manually excluding backends ba in a new _typos.toml.

I also deleted a stale .JuliaFormatter.toml that was forgotten when switching to Runic in #871.
