Add UE5M3 to cudaDataType enum

This adds R_8F_UE5M3 = 34, introduced in the CUDA 13.4 Developer Preview (13.4.46). It appears in library_types.h from the cuda-cudart-dev package on NVIDIA's prerelease repo (https://packages.nvidia.com/prerelease/cuda/13.4.0/).
