Bumps libblastrampoline to v5.16.0 and builds it with
LBT_THREADSAFE=1, which enables the process-global lock around the mutating forwarding API (lbt_forward(),lbt_set_forward(),lbt_set_forward_by_index()). The JLL is built the same way as of JuliaPackaging/Yggdrasil#14791.Notable changes since v5.15.0:
