The LibGit2_jll 1.9.7 backport (#63390) brought in binaries built against PCRE2 10.47, whose libpcre2-8.0.dylib has Mach-O compatibility version 16.0.0. release-1.13 still ships PCRE2 10.46, which only provides compatibility version 15.0.0. That makes libgit2 fail to load in 1.13.2 on macOS versions whose dyld enforces the compatibility-version check (e.g. Big Sur), so import Pkg throws an InitError. 1.13.1 (libgit2 1.9.1, built against 10.46) was fine.

This cherry-picks the master bump to 10.47 (#59962). 10.47 is the release whose dylib provides exactly compatibility version 16.0.0 (min macOS still 10.10). It also updates the PCRE2_jll version recorded in the checked-in manifests.

Fixes #63923
