Version bump + CHANGELOG for the v1.7.0 release. Merges to
devfirst, thendev→mainas the release PR.71 pull requests since v1.6.2. Headline: a sixth engine (Qwen3.6-35B-A3B, #712) with its CUDA VRAM tier (#713, 7.0× on 2× 8 GB cards, bit-identical), the expert-matmul path rebuilt bit-identically (K1 #1079, K2 #1088, the hoist series #1071–#1077), and the ARM CI job (#1083) that closes the class of ISA-divergence bug we shipped twice.
