This PR fixes an crash in the shader object layer that occurs when an application calls vkSetDebugUtilsObjectNameEXT() or vkSetDebugUtilsObjectTagEXT() with a VkShaderEXT handle when the underlying driver has native support for VK_EXT_shader_object.
