Adds small, focused starter implementations for four assigned issues:
CodeCheckLib.isContract: rawextcodesizecheck via inline Yul, avoiding high-level.code.lengthoverhead.CompressedLogger: packs timestamp/categoryId/amount into onebytes32word (user stays an indexed topic for filtering).StorageSlotFetcher.fetchSlots: batches arbitrary storage-slot reads into one dynamic array via a Yulsloadloop.detect_redundant_sstore(Rule G009): starter text-scan detector flagging state variables assigned more than once in a function body; full CFG-based tracking is a natural follow-up.These are intentionally small starter implementations; dedicated test suites (per the issues'
test/...scope) can follow in subsequent PRs.Closes #660
