SUGGESTION: Inconsistent actions/checkout version across jobs

The build-and-test job was downgraded from actions/checkout@v7 to actions/checkout@v4, but lint-linear-ids (line 121) and aot-check (line 139) still use @v7. The downgrade is unrelated to the runner.temp fix and lacks explanation. Either keep v7 consistently or downgrade all three jobs.

However, the workflow-level env block (which set DOTNET_CLI_HOME, NUGET_PACKAGES, npm_config_cache for all jobs) was removed and only replaced with a $RUNNER_TEMP step in build-and-test. The aot-check job (which runs dotnet restore/dotnet publish) no longer receives NUGET_PACKAGES, contrary to the removed comment's intent to keep package state in the temp dir.
