Match Forge's snapshot filename convention

Name the installers forge-installer-<release>-SNAPSHOT-<MM.dd>.<ext> (and version.txt to
match), the same convention as today's forge-installer-2.0.13-SNAPSHOT-05.30.{jar,tar.bz2}:
lowercase forge-installer- prefix and the MM.dd date, extended to the native .exe/.dmg/.deb.
The monotonic 2.0.<YYDDD> stays the invisible internal upgrade key; removeArtifacts wipes the
prior day's set so dated names don't accumulate. Updater repointed to forge-installer-<v>.<ext>.
