[#20954][fix] Qwen3 tool parser: keep plain answers that open with [ or { as content - #20956
Fixes#20954. Keep ordinary Qwen3 answers that look like JSON as content, without raising on non-object array elements or oversized integers, and flush undecided text when streaming ends.
Increment-output assertions — 3fb9d74736
Addresses CodeRabbit's November 5 follow-up: the incomplete-wrapped-call regression now checks the result of parse_streaming_increment() as well as finish(). Both must emit no normal content and no calls, so an early leak cannot silently pass.
The two parameterized cases pass locally (2 passed, 990 deselected in 1.52s); applicable pre-commit checks, compilation and git diff --check pass. Production parser files are unchanged from c6d33d5993, whose full Qwen3 class passed 60 tests locally. That full-class result is earlier-head evidence; this follow-up ran the affected cases. New-head CI remains separate.
Stream-end follow-up — c6d33d5993
Addresses lori-ren's November 5 finding: plain content such as chunks "Hel", "lo ", "<" now finishes as "Hello <". The base buffer is flushed only when no call has started and it contains no complete opening token, then cleared. Opened/incomplete calls and the closing-marker tail of a completed call remain excluded from normal content.
The reported case, a longer partial opening token and a combined held-text/buffer suffix all fail on 3d31300 and pass after the fix (before: 3 failed / 11 passed in the affected selection). The full Qwen3 class now passes 60 tests locally. Negative controls cover opened wrapped calls, completed-call tails and repeated finish(). Applicable pre-commit checks, compilation and git diff --check pass using the source/wheel setup documented below.
CI status is separate: the prior head's internal orchestration job #82647 reports SUCCESS, but its downstream L0_MergeRequest_PR #68235 reports FAILURE. The linked internal test report and failure analysis are not accessible from this environment, so the failing tests and their relation to this parser remain unverified. This commit fixes the independently reproduced review finding; it is not a claim that downstream CI failures are resolved. New-head CI is required.
Mixed-array positive control — 3d313001bd
The existing bare-JSON-list test now covers both its original valid-only array and [0, {"name":"get_weather","arguments":{"location":"Paris"}}, null]. Both must return exactly one get_weather call with the Paris arguments and empty normal content. The regression verifies that skipping non-object entries preserves a valid call between them; no production parser code changes.
The exact patch was validated locally: 55 passed, 932 deselected in 2.27s for TestQwen3ToolParser. Using untouched main's source parser with the same parameterized test gives one pass (valid-only) and one AttributeError failure (mixed array). Applicable pre-commit checks, Python compilation and git diff --check pass in the source/wheel setup described below.
The human reviewer approved 2f94fa1 on November 4 at 09:39 UTC. Production parser files remain byte-identical to that reviewed head; this follow-up only extends its regression coverage. New-head CI is separate from these local results and the earlier head's checks.
Review follow-up — 2f94fa1376
Catch AssertionError from partial_json_parser in the narrowly scoped JSON-prefix probe. Both [1, 2, 3} and {"a": [1, 2} now return as normal content instead of terminating the stream. Both new cases reproduced the reported assertion before this fix.
Make the truncated bare-JSON contract explicit in finish() and regression tests: a bare object is recognized as a tool call only after a complete JSON value decodes. A truncated name or argument object remains ordinary content and is flushed exactly once at stream end, matching non-streaming parsing.
Rebase onto main 20bf00803aee94a2778c4660a22ada11b1839cd0, preserving upstream parser tests and the existing CPU CI registration.

Preserve the existing incremental tool-call path: the wrapper establishes intent before the JSON is complete
Bare JSON can also be a legitimate ordinary answer; a tool-like prefix alone does not switch it to the wrapped incremental contract. This PR does not introduce partial bare-JSON tool-call emission. The existing wrapped streaming regression continues to assert that the name is emitted before completion.
Root cause and scope
BaseToolParser.parse_base_json assumed every array element was a dictionary. Qwen3's JSON fallback caught only JSONDecodeError, missing plain ValueError from oversized integers. Streaming also retained impossible JSON prefixes indefinitely, and discarded undecided or held normal text at stream end.
The changes skip non-object array elements, catch JSON-decoding ValueError, classify invalid prefixes as content, and flush held text. The partial-JSON classifier additionally catches its dependency's mismatched-bracket AssertionError. Exception handling stays around the parse probe; unrelated assertions are not suppressed.

The 39 failing test node IDs match exactly between untouched main and this branch. They concern Qwen3Coder grammar/recovery and Responses special-token setup in the older wheel environment; there are no additional full-file failures on this branch. This is not a claim that the entire suite is green.
Local setup: real TensorRT-LLM 1.4.0rc1 wheel protocol classes and dependencies, with the branch's pure-Python tensorrt_llm.serve.tool_parser package loaded via the existing source redirect adapter. Pytest uses the adapter's minimal config and --noconftest to avoid incompatible GPU/integration setup. The real partial_json_parser dependency is exercised, not a substitute. No live GPU/model serving validation was performed; these are local results, not fresh-head GitHub CI results.
All applicable pre-commit hooks passed with the repository configuration copied outside the checkout and only autoflake's execution changed to --jobs 1: this host denies the IPC semaphore used by its default multiprocessing launcher. No checks were skipped to obtain that result. Python compilation and git diff --check passed. No dependencies, lockfiles or vendor sources change.
The test file is listed in tests/integration/test_lists/test-db/l0_cpu.yml on the rebased main; no additional test-list change is needed.

Dev Engineer Review
BaseToolParser.parse_base_json skips non-dictionary array entries and still processes dictionary entries as tool calls.
Qwen3ToolParser catches JSON ValueErrors, sends invalid prefixes to the wrapped parsing path, and flushes undecided text at stream end. Bare JSON becomes a tool call only after a complete value decodes; incomplete values remain content.
After a bare-JSON tool call is emitted, later chunks are ignored. Verify that this behavior is intended when a response contains trailing text. The wrapped incremental path remains in place.
No current review findings were supplied. Test execution and CI results are not available from the supplied evidence.
QA Engineer Review
tests/unittest/llmapi/apps/test_tool_parsers.py adds and expands Qwen3 parser tests for non-object JSON, oversized integers, invalid and incomplete JSON prefixes, stream completion, and wrapped-call behavior.
The test file is listed in tests/integration/test_lists/test-db/l0_cpu.yml. No manual-QA listing was confirmed.
Coverage verdict: sufficient for the reported plain-answer and streaming edge cases. Test execution results are not available.

The Qwen3 tool parser handles plain and incomplete JSON input in one-shot and streaming modes. The base parser skips non-object entries in action arrays. Tests cover plain content, incomplete prefixes, and stream completion.
The base parser skips non-dictionary action entries. Qwen3 parsing catches ValueError during bare and wrapped JSON parsing. Tests cover plain JSON arrays, oversized integers, and a wrapped scalar.
Streaming classification and finish tensorrt_llm/serve/tool_parser/qwen3_tool_parser.py, tests/unittest/llmapi/apps/test_tool_parsers.py
Qwen3 retains text that could become JSON and replays invalid prefixes as normal text. finish returns undecided buffered text as normal text. Tests cover prefixes, truncated input, and finish after a bare-JSON tool call.
Some plain answers can still be lost, and one streaming regression test does not verify intermediate output; preserve the content and strengthen the assertion before merging.

Explanation
Only #20954 is directly linked and open, so its coding requirements apply. Evidence is the whole-PR diff against merge base 20bf008 for base_tool_parser.py, and the qwen3_tool_parser.py file read at head c6d33d5. The incremental diff for qwen3_tool_parser.py could not be read, so the head file was checked directly.
[#20954] A. Non-object array elements must not raise. base_tool_parser.py parse_base_json now has if not isinstance(act, dict): continue (whole-PR diff). Mixed arrays keep valid dict entries. Met.
[#20954] B. Oversized integers must not raise. qwen3_tool_parser.py catches ValueError around raw_decode in detect_and_parse (bare path), around json.loads in the wrapped path, around raw_decode in parse_streaming_increment, and in _may_become_json. The 4300-digit error is a ValueError. Met.
[#20954] C. Non-streaming plain answers must return content. When no <tool_call> is present and no calls are parsed, detect_and_parse returns normal_text=text. This covers ["apple", ...], [1, 2, 3] and 9*4500. Met.
[#20954] D. Streaming text that opens with [ or { but is not JSON must reach content. The undecided buffer goes to the wrapped path when raw_decode fails and _may_become_json returns False (for example [Note] ... or {greeting} ...). Met.
[#20954] E. Held text must not be lost at stream end. At head, finish() returns _bare_json_buffer in undecided mode and clears it. In non-undecided mode it calls super().finish(), prepends _normal_text_buffer, and appends _buffer only when current_tool_id == -1 and no <tool_call> is in _buffer. Opened or completed wrapped calls are not flushed as content. The c6d33d5 follow-up (plain chunks such as Hel, lo , < finishing as content) is consistent with this code. Met for the reported cases.
The behavior of base-class _buffer and current_tool_id was not read in full. The E-case correctness for wrapped mode depends on those semantics. The PR reports local passing tests (60 Qwen3 tests) for this, but those test results were not verified from source.
Residual point, unchanged from the previous review: <tool_call>\nfalse\n</tool_call> now yields no call and no error. Its wrapped text is not returned as content, because the existing malformed-wrapper branch drops it. The issue's general expected-behavior sentence could be read to require content here. The PR states this is existing wrapped-block behavior and leaves it as a maintainer decision. The concrete AttributeError is fixed. This point is not counted as an unmet requirement.
Not assessed: the downstream L0_MergeRequest_PR #68235 failure and the new-head CI result. These are CI status, not coding requirements of the issue. The test-file content was not read from source in this pass. The issue does not state a test requirement.
Full details: Out of Scope Changes check
Explanation
Whole-PR changes against merge base 20bf008 fall into these groups:
base_tool_parser.py: one non-dict guard in parse_base_json. It implements [#20954] A.
qwen3_tool_parser.py: ValueError handling in JSON decode paths ([#20954] B); _may_become_json with ValueError, IndexError, and AssertionError handling ([#20954] D); the finish() override with held-text flush ([#20954] E, including the c6d33d5 follow-up for undecided and wrapped modes); the Allow and partial_json_loads imports that support these changes; and SPDX header lines, which are administrative and have no behavior effect.
tests/unittest/llmapi/apps/test_tool_parsers.py: regression tests for the same paths, including mixed-array, oversized-integer, held-text, and finalization cases. Supporting tests can implement the objectives. The test-file content was not read from source in this pass, so this group is supported by the PR description only.
No change touches another parser, a public API, a dependency, a lockfile, or an unrelated serving path. The finish() method overrides an existing base method and adds no new public surface. The finish() change is a behavior change to the wrapped streaming end path. It is tied to the held-text requirement of #20954, so it is not out of scope.
Full details: Description check
Explanation
The description is detailed and covers the problem (Qwen3 bare-JSON fallback failing on non-object array elements, oversized integers, and dropped streaming text), the behavior contract, root cause, scope, and extensive local validation. It also references the linked issue #20954. However, the PR title is not part of this check, and the description does not follow the repository template's exact headings: the '## Test Coverage' section is not filled in as a distinct list of tests (test coverage is instead described under 'Validation' and 'Regression cases'), and the checklist is a rewritten variant rather than the template items. The author notes that the L0_MergeRequest CI pipeline failed on the prior head and that new-head CI is still required. The required sections are substantively present, so the description is mostly complete.

Add a regression test for the wrapped oversized-integer path.
Inside a <tool_call> block, json.loads raises ValueError for an integer longer than Python's digit limit. The except ValueError handler then logs a warning and returns no calls. The existing wrapped test uses false, which parses without error, so no test reaches this handler. Removing the ValueError catch would not fail the suite.
Add a case to TestQwen3ToolParser in tests/unittest/llmapi/apps/test_tool_parsers.py:
deftest_detect_and_parse_wrapped_oversized_integer_has_no_calls(
self, sample_tools, parser):
"""An integer beyond the digit limit in a `<tool_call>` block yields no calls."""result=parser.detect_and_parse(
"<tool_call>\n"+"9"*4500+"\n</tool_call>", sample_tools)

finish() dropped held text (valid). A plain answer that falls back to wrapped streaming, such as [not JSON </tool_, kept its trailing </tool_ in _normal_text_buffer, and finish() in wrapped mode returned the base no-op. finish() now returns that buffer as normal text. [not JSON </tool_ is added to test_streaming_plain_answer_opening_with_bracket_is_content; it fails on the previous head (content missing the tail) and passes now.
Oversized integer in a wrapped block (nitpick). Added test_detect_and_parse_wrapped_oversized_integer_has_no_calls, which reaches the except ValueError handler.
tests/unittest/llmapi/apps/test_tool_parsers.py: 868 passed. The 4 remaining failures (TestQwen3CoderRequiredTools / TestQwen3CoderParameterRecovery) fail identically on main and are unrelated to this change. pre-commit passes on the touched files.
Preserve malformed wrapped answers as message content.
For a wrapper-only block containing a 4,500-digit integer, json.loads() raises ValueError. The new handler skips the block, and normal_text contains only text before the wrapper. The result is therefore empty content with no calls, which loses the answer. Before this change, the case raised ValueError because only json.JSONDecodeError was caught.
Return the wrapped block as normal content when no valid call is parsed, while retaining valid calls from other blocks. Update the regression test to assert normal_text; the current test asserts only that calls is empty.

@coderabbitai Thanks. On the outside-diff comment for qwen3_tool_parser.py:115: skipping a wrapped block whose JSON does not parse is existing behavior on main. Any malformed block, for example <tool_call>\nnot json\n</tool_call>, already goes through the same except branch and keeps only the text before the wrapper. On main, an oversized integer raised an uncaught ValueError from detect_and_parse. This PR only makes it take that existing branch. Surfacing malformed wrapped blocks as content would change the result for every malformed block, so I am keeping it out of this PR. It can be a separate change if maintainers want it.
@coderabbitai Retrying the follow-up on the outside-diff comment for qwen3_tool_parser.py:115 (wrapped block with an oversized integer), with the parser output on both sides:
On main, every wrapped block whose JSON fails to parse already keeps only the text before the wrapper. This PR sends the two inputs that used to raise through that same branch, so they now match the other malformed blocks. Returning malformed wrapped blocks as content would change the first two rows as well, which is a separate behavior change for maintainers to decide on.

partial_json_parser raises AssertionError (from myelin.fix_fast) on mismatched brackets, so streaming [1, 2, 3} or {"a": [1, 2} now raises out of parse_streaming_increment instead of returning content. Please catch AssertionError here too and add such a case to test_streaming_plain_answer_opening_with_bracket_is_content.

Note this also surfaces a bare-JSON tool call truncated by max_tokens as raw JSON content (wrapped mode would have streamed it as a partial tool call). Is that the intended contract?
…ith [ or { as content
With tools in the request, the Qwen3 bare-JSON fallback reads every
answer without a <tool_call> wrapper as a possible tool call. Plain
answers broke it in three ways:
- A JSON array of non-objects such as ["a", "b"] raised AttributeError
in parse_base_json, which called .get() on every element. A
<tool_call> block holding a JSON scalar did the same.
- An integer longer than the int-to-str digit limit raised ValueError,
which the JSONDecodeError handlers did not catch.
- In streaming, text that opens with [ or { and is not JSON (for
example "[Note] ...") stayed in the undecided buffer forever, and the
parser had no finish() override, so the content was dropped.
parse_base_json now skips non-object elements, the Qwen3 parser catches
ValueError around its JSON decoding, the streaming path flushes the
buffer as content as soon as it can no longer become JSON, and a new
finish() returns any text still buffered when the stream ends.

A plain answer that falls back to wrapped streaming can end with a
prefix of </tool_call> (for example "[not JSON </tool_"), which the
wrapped path keeps in _normal_text_buffer. finish() in wrapped mode
returned the base no-op, so that tail never reached the client. Flush
the buffer as normal text in finish().
Also cover the ValueError handler for an oversized integer inside a
wrapped block.

Treat AssertionError from the partial JSON parser as invalid JSON and return the input through the normal-content path. Add both mismatched bracket regressions and pin the complete-value contract for truncated bare tool-call objects, including one-time finish flushing and non-streaming parity.

Cover an array that mixes invalid entries with a valid call.
These cases confirm that non-object entries produce no calls. They do not confirm that skipping one preserves a later tool call. Add a case such as [0, {"name":"get_weather","arguments":{"location":"Paris"}}, null] and assert that get_weather is returned.
As per path instructions, flag “trivial inputs that leave materially different logic or boundaries uncovered.”

Text that the base parser still holds in self._buffer is lost here. Streaming "Hel", "lo ", "<" and then calling finish() yields "Hello ". Flush self._buffer as content only when it holds no bot_token and no call has started (self.current_tool_id == -1), because after a completed call it holds the \n</tool_call> tail. Add the "Hello <" case to the streaming tests.

Description
Fixes #20954. Keep ordinary Qwen3 answers that look like JSON as content, without raising on non-object array elements or oversized integers, and flush undecided text when streaming ends.
Increment-output assertions —
3fb9d74736Addresses CodeRabbit's November 5 follow-up: the incomplete-wrapped-call regression now checks the result of
parse_streaming_increment()as well asfinish(). Both must emit no normal content and no calls, so an early leak cannot silently pass. The two parameterized cases pass locally (2 passed, 990 deselected in 1.52s); applicable pre-commit checks, compilation and
git diff --checkpass. Production parser files are unchanged fromc6d33d5993, whose full Qwen3 class passed 60 tests locally. That full-class result is earlier-head evidence; this follow-up ran the affected cases. New-head CI remains separate.Stream-end follow-up —
c6d33d5993Addresses lori-ren's November 5 finding: plain content such as chunks
"Hel","lo ","<"now finishes as"Hello <". The base buffer is flushed only when no call has started and it contains no complete opening token, then cleared. Opened/incomplete calls and the closing-marker tail of a completed call remain excluded from normal content. The reported case, a longer partial opening token and a combined held-text/buffer suffix all fail on
3d31300and pass after the fix (before: 3 failed / 11 passed in the affected selection). The full Qwen3 class now passes 60 tests locally. Negative controls cover opened wrapped calls, completed-call tails and repeatedfinish(). Applicable pre-commit checks, compilation andgit diff --checkpass using the source/wheel setup documented below.CI status is separate: the prior head's internal orchestration job #82647 reports SUCCESS, but its downstream L0_MergeRequest_PR #68235 reports FAILURE. The linked internal test report and failure analysis are not accessible from this environment, so the failing tests and their relation to this parser remain unverified. This commit fixes the independently reproduced review finding; it is not a claim that downstream CI failures are resolved. New-head CI is required.
Mixed-array positive control —
3d313001bdThe existing bare-JSON-list test now covers both its original valid-only array and
[0, {"name":"get_weather","arguments":{"location":"Paris"}}, null]. Both must return exactly oneget_weathercall with the Paris arguments and empty normal content. The regression verifies that skipping non-object entries preserves a valid call between them; no production parser code changes. The exact patch was validated locally: 55 passed, 932 deselected in 2.27s for
TestQwen3ToolParser. Using untouched main's source parser with the same parameterized test gives one pass (valid-only) and oneAttributeErrorfailure (mixed array). Applicable pre-commit checks, Python compilation andgit diff --checkpass in the source/wheel setup described below. The human reviewer approved
2f94fa1on November 4 at 09:39 UTC. Production parser files remain byte-identical to that reviewed head; this follow-up only extends its regression coverage. New-head CI is separate from these local results and the earlier head's checks.Review follow-up —
2f94fa1376AssertionErrorfrompartial_json_parserin the narrowly scoped JSON-prefix probe. Both[1, 2, 3}and{"a": [1, 2}now return as normal content instead of terminating the stream. Both new cases reproduced the reported assertion before this fix.finish()and regression tests: a bare object is recognized as a tool call only after a complete JSON value decodes. A truncated name or argument object remains ordinary content and is flushed exactly once at stream end, matching non-streaming parsing.20bf00803aee94a2778c4660a22ada11b1839cd0, preserving upstream parser tests and the existing CPU CI registration.Behavior contract
{"name":"get_weather","arguments":{"location":"Par<tool_call>-wrapped outputBare JSON can also be a legitimate ordinary answer; a tool-like prefix alone does not switch it to the wrapped incremental contract. This PR does not introduce partial bare-JSON tool-call emission. The existing wrapped streaming regression continues to assert that the name is emitted before completion.
Root cause and scope
BaseToolParser.parse_base_jsonassumed every array element was a dictionary. Qwen3's JSON fallback caught onlyJSONDecodeError, missing plainValueErrorfrom oversized integers. Streaming also retained impossible JSON prefixes indefinitely, and discarded undecided or held normal text at stream end.The changes skip non-object array elements, catch JSON-decoding
ValueError, classify invalid prefixes as content, and flush held text. The partial-JSON classifier additionally catches its dependency's mismatched-bracketAssertionError. Exception handling stays around the parse probe; unrelated assertions are not suppressed.Validation

They concern Qwen3Coder grammar/recovery and Responses special-token setup in the older wheel environment; there are no additional full-file failures on this branch. This is not a claim that the entire suite is green.
Local setup: real TensorRT-LLM 1.4.0rc1 wheel protocol classes and dependencies, with the branch's pure-Python
tensorrt_llm.serve.tool_parserpackage loaded via the existing source redirect adapter. Pytest uses the adapter's minimal config and--noconftestto avoid incompatible GPU/integration setup. The realpartial_json_parserdependency is exercised, not a substitute. No live GPU/model serving validation was performed; these are local results, not fresh-head GitHub CI results. All applicable pre-commit hooks passed with the repository configuration copied outside the checkout and only autoflake's execution changed to
--jobs 1: this host denies the IPC semaphore used by its default multiprocessing launcher. No checks were skipped to obtain that result. Python compilation andgit diff --checkpassed. No dependencies, lockfiles or vendor sources change. The test file is listed in
tests/integration/test_lists/test-db/l0_cpu.ymlon the rebased main; no additional test-list change is needed.PR Checklist
