[None][feat] GEN slot preemption: pause decode requests in place to admit at-risk waiters - #21334
GEN slot preemption adds an opt-in path for the auto GEN admission policy. When the next queued request risks missing its TTFT target, the controller can pause an eligible decode request in place. The paused request retains resident state and does not enter the scheduled batch.
The configuration supports tpot_budget or target_output_tps, but not both. Preemption adds resident-pool headroom and preserves DFlash and DSpark request state. It requires the V2 KV cache scheduler and rejects pipeline parallelism and attention DP when enabled. Review findings and severity counts are unavailable.
QA Engineer Review
Five unit-test files changed. They cover configuration and validation, admission risk and controller behavior, paused-request residency and scheduling, drafter-state retention, and KV-cache and DFlash sizing. test_llm_args.py is included in CI lists, and test_kv_cache_v2_scheduler.py has CI entries for other tests; the new preemption tests are not individually listed. No matching CI or manual-QA list entries were found for the other three changed test files. No integration-test list files changed. Test execution results are unavailable.
Coverage verdict: needs follow-up. The tests cover key behavior and error paths, but execution results are not provided.

Description
Builds on the TTFT-percentile GEN admission queue from #20736 (merged), and only takes effect with its auto policy.
Problem. Under agentic multi-turn load, a disaggregated GEN worker is bound by its slots, not by KV: all max_num_active_requests slots are taken by decode requests. A waiting request whose TTFT is about to miss the admission target X can then only wait for some request to finish, and the GEN queue's ordering cannot help it.
Mechanism: pause in place. When no slot is free and the request the admission queue pops next is at risk (its slack X - (age + s2f) is within the at-risk window, or it is already late), a decode request is paused and the freed slot admits the waiter. Pauses are paid for in TPOT, bounded either by a TPOT budget or by a per-request output-rate objective.
A paused request stays resident. It keeps its KV, KDA/Mamba recurrent state, draft KV, DSpark rolling window and sequence slot. It is only left out of the scheduled batch and out of the admission count. A pause costs no copy and no extra step.
The scheduled batch stays within max_batch_size, so CUDA graphs are unchanged. The pools that hold one entry per resident request reserve room for the paused cap: the sequence-slot pool, the V2 KV index pool, the V2 recurrent-state pool and its memory estimate, the DSpark rolling-window slots, and the DFlash / standalone DSpark drafter context slots. At startup the executor checks the sequence-slot, KV-index and recurrent-state capacities and disables preemption, with one warning, if any checked pool is short. SWA page reservations include the paused cap. DFlash's config-time private-arena estimate and its reported fitting batch size include the same resident headroom as allocation.
Victim with tpot_budget: the longest resident request (ties: the newest). Its first token is long out and it is the furthest from any TTFT deadline. The order is one small function, GenPreemption._key.
Victim with target_output_tps: the request with the most slack against the target (see the design note below), else one already below the target, else a sacrifice paid from a small credit.
Resume lane: paused requests resume ahead of any new admission as slots free up: oldest pause first with tpot_budget; with target_output_tps, least slack first and sacrificed requests last, after every other paused request. A request paused for the maximum pause (or, with target_output_tps, whose slack is down to a small margin) resumes regardless. When forced resumes make more requests eligible than fit in a batch, a live decode request left unscheduled resumes from its host token and retains its DFlash/DSpark state. The returned count is active occupancy, so an over-capacity count blocks new admissions.
Guardrails: 1 pause per scheduling pass, at most 2 pauses per request with tpot_budget (8 slack-bounded pauses, 3 below the target with target_output_tps), a minimum decode time before a pause, 64 decode steps after a resume before the next pause, near-finished requests kept.
Every decision uses rank-identical inputs only: the active requests, token and decode-iteration counts, max_tokens, the broadcast waiting queue, and rank 0's clock (already broadcast for the auto policy). The controller and the objective's credit only add completions (requests leaving the active list) timed on that clock. No extra collective is needed, and it also runs under helix CP.
Code: scheduler/gen_preemption.py holds the policy. GenPreemption.step() runs once per scheduling pass (track, resume, pause) and returns the admission count; the two modes are two victim strategies over the same pause/resume bookkeeping. create_gen_preemption() does the executor setup checks. PyExecutor only calls step() and hands the paused ids to the scheduler.
Drafter state: DFlash and DSpark retain slots for policy-paused requests and live decode requests displaced by forced resumes. KV-evicted or recompute-paused requests are excluded from this retention set.
PEFT: with preemption enabled, pre-claim adapter pages for every live decode request before transfer admission, including policy-paused requests and requests that the batch limit can displace.
Configuration
scheduler_config.gen_preemption (prototype) in the GEN server's LLM API / extra_llm_api_options YAML. Set exactly one of the two fields:
scheduler_config:
gen_preemption:
tpot_budget: 0.10# allow up to 10% TPOT inflation from pausing
scheduler_config:
gen_preemption:
target_output_tps: 35.0# per-request output tok/s floor, met by at least ~80% of requests
Neither field set (the default): off. No pool grows and nothing changes.
Both set: validation error.
pipeline_parallel_size > 1 or enable_attention_dp=True with preemption on: ValueError at LLM-args validation. The executor raises the same error for PP; with attention DP it keeps preemption off with one warning.
Requires the auto GEN admission policy (TLLM_GEN_ADMISSION_TTFT_PERCENTILE) and the KV cache manager V2 scheduler. Without them preemption stays off with one warning at startup.
KV pressure: pausing frees batch slots, not KV pages. Paused requests remain outside KV eviction candidates. Size the cache for active plus paused requests; full-attention demand still depends on sequence lengths. Disaggregated GEN workers cannot recompute their context, and Helix CP raises on decode allocation failure before attempting eviction. Reduce concurrency or increase the KV budget under combined slot/page pressure. Pool sizing assumes one executor per process.
Validation scope:target_output_tps is simulation-validated only. The GPU results below were reported for earlier revisions; this review-fix commit has no new GPU performance run.
Everything else is derived online from completed requests (D = mean decode time, R0 = 1 / mean TPOT, pauses excluded, both running means over 500 completions):
parameter
value
at-risk window
g × 0.15 D (tpot_budget); 0.15 D (target_output_tps)
g (tpot_budget only)
integral controller in [0.25, 2], one step per completion once X is set, time constant 3000 completions, holding the mean TPOT inflation from pauses at 0.8 × budget
paused cap (also the pool headroom)
0.375 × max_num_active_requests
forced resume / minimum decode before a pause
0.35 D / 0.07 D (10 s / 2 s until the first completion)
The rank-0 stat line, every 30 s, shows the pauses, resumes and forced resumes since the last line, the paused count against the cap, g, the window, D and the TPOT inflation of the window's completions; with target_output_tps also the completions below the target and the credit.
Why PP is rejected. This settles the open review point that max_resident_sequences = max_batch_size * pp_size in mamba_cache_manager_v2.py (and the PP branches of the other pools) reserves no headroom for paused requests. Preemption can no longer run with PP, so those pools never need headroom.
Design note: target_output_tps. The target is a service-level objective, not a budget: a per-request output rate (1 / TPOT, accepted draft tokens included) that at least about 80% of requests keep (ε = 0.2 of requests may fall below it; ε is an internal constant).
Slack ("laxity"): a request's deadline is its first-token time + (max_tokens − 1) / target; its slack is that deadline minus its projected finish at its own unpaused rate, i.e. how long it can still be paused and finish at or above the target.
Requests with slack against the target are paused first, the largest slack first (at least 0.02 D of slack, up to 8 pauses), and are resumed when their slack is down to 0.01 D, so they still finish above the target. Most of the pause demand is absorbed this way at no cost to the objective.
When no request has slack, a request that is already below the target (or sacrificed earlier) is paused, up to 3 times, which costs the objective nothing more.
Otherwise a small credit allows sacrificing a few requests: each completion earns ε, a completion below the target costs 1, a sacrificed request is debited once, and the credit is a token bucket clamped to ±3000 ε completions, so credit saved in quiet periods is spent in load waves.
The resume lane takes the least slack first; sacrificed requests resume last, after every other paused request, and still resume at the maximum pause.
Why not a pure floor: requests run only about 10% above a target set at baseline / 1.10, so each can absorb about 0.1 D of pause in total, spread evenly in time; a strict per-request floor (ε = 0) is limited to about −1 s of TTFT p90 in simulation. Converting the target into a TPOT budget (the previous revision) put 24–26% of requests below the target at c220.

The controller held measured TPOT inflation at 7.7% against its 8% setpoint (0.8 × budget); about 9,800 pauses, mean pause 0.9 s, 6 forced resumes.
Simulation predicted −2.63 s p90 and +7.1% TPOT for this point.
Compared with the fixed-knob prototype it gives up 0.7 s of p90 for half the TPOT cost and no throughput loss, without per-model tuning.
Bigger batch instead of preemption (review question): the max_batch_size: 144 row has preemption off, the same tree and image, and was sized to cost +6.7% TPOT. On this setup the GEN decode step jumps about 11% once the batch passes 128 (≈90 ms at 125–128 requests, ≈102 ms at 129, ≈110 ms at 141–144), so it cost +16.1% TPOT and −4.1% total tps for −1.27 s of p90, half of preemption's gain. It is better on p50, p99 and mean, as more decode capacity helps every request; preemption targets the requests about to miss the TTFT target at a fixed batch size. In simulation the two add up, and an equal-TPOT batch would beat preemption on p90 (by about 1.3 s) only if the step had no jump above 128.

Review-fix validation
Added executor coverage for step() occupancy and paused-ID forwarding, forced resume with a full batch, displaced-request overlap reset, DFlash/DSpark slot retention through rescheduling, and exclusion of KV-evicted requests in a focused source check.
Added scheduler coverage for retained PEFT claims before conflicting adapter transfer admission and the batch limit after a forced resume.
Extended SWA static costing and quota round-trip tests with preemption on/off, including scratch reuse.
Added a DFlash budget regression that fits batch 8 plus scratch without preemption but rejects it with paused headroom, reports fitting batch 6, and checks propagation from LLM args.
All pre-commit checks passed. Focused source-isolated checks in ipp2-1773 / lizhiz-pr19959-cputest passed for executor overlap reset, adapter admission, DFlash/DSpark retention, and DFlash fit arithmetic. These checks exercise extracted Python definitions with stand-in dependencies and do not replace the full suites.
Full pytest collection was blocked locally by older native bindings missing tensorrt_llm.bindings.BuildInfo.check_cuda_architecture_supported. The telemetry manifest generator was also blocked by the unavailable matching runtime; this fix adds no config fields or constraints. Full runtime validation is delegated to CI as requested.
The changed unit tests are collected by the existing l0_cpu.yml entries for unittest/_torch/pyexecutor and unittest/_torch/speculative/hw_agnostic.

…ests in place
On a saturated disagg GEN worker every max_num_active_requests slot is
taken, so a waiting request whose TTFT is about to miss the GEN admission
target can only wait for a request to finish. This adds opt-in slot
preemption: when no slot is free and the request the admission queue pops
next has at most TLLM_GEN_PREEMPT_SLACK_S of slack left against the auto
policy's target X (X - (age + s2f) in [0, slack]), a running decode request
is paused and the freed slot admits the waiter.
A paused request is paused in place: it stays resident (KV, KDA/Mamba
state, draft KV, DSpark rolling window and sequence slot are kept), it is
only left out of the scheduled batch and out of the admission count. So a
pause costs no copy and no extra step, and the scheduled batch (and every
CUDA graph) stays within max_batch_size. The pools holding one entry per
resident request reserve TLLM_GEN_PREEMPT_MAX_PAUSED more entries: the
sequence-slot pool, the V2 KV index pool, the V2 recurrent-state pool (and
its memory estimate) and the DSpark rolling-window slots. Paused requests
resume ahead of any new admission, oldest first, as slots free up, and
after TLLM_GEN_PREEMPT_MAX_PAUSE_S regardless.
TLLM_GEN_PREEMPT_POLICY picks the victim: newest (tail order), wait
(longest resident), tps (only requests above TLLM_GEN_PREEMPT_TARGET_TPS
since their first token, also over the expected pause; largest margin
first) or long (most KV). Guardrails: one pause per request, 2 s run time
since the first token, one pause per pass, near-finished requests kept.
Every decision uses rank-identical inputs only (active requests, token and
decode-iteration counts, the broadcast queue and rank 0's clock), so it
also runs under helix. The existing helix allocation-failure error stays.
Off by default (policy off, max paused 0): no pool grows and nothing
changes. Needs the auto GEN admission policy; disabled with one info log
otherwise, or under attention DP / PP, or when a pool is short. Rank 0
logs a stat line every 30 s.

… in place
GEN slot preemption pauses a decode request in place: it stays resident
but is left out of the scheduled batch, and its id reaches the spec
metadata as paused_in_place_ids. The DSv4 DSpark rolling-window path
already keeps such a request's window, but the standalone DSpark worker
(DSparkWorker) and DFlash run DFlashSpecMetadata.prepare, which frees the
drafter context slot of every request missing from the batch. A paused
request then lost its slot, context length and chunk position, and
drafted after resume from an empty context like a fresh disagg GEN
arrival.
- DFlashSpecMetadata.prepare keeps the slots of paused_in_place_ids; a
request that finishes after a pause (neither batched nor paused) is
still released.
- DFlashWorker sizes its request slots like the other per-resident pools:
max_batch plus gen_preemption.resident_headroom() (0 when preemption
is off, so nothing changes by default), with the dummy slot after
them. The private ctx arena, the per-slot context lengths and the
block-table rows follow num_slots; _batch_to_slot stays per batch row.

…MPT_LATE_TRIGGER)
GEN slot preemption pauses a running decode request only when the GEN
admission queue's next pop is in the slack tier with slack against the
adaptive target X in [0, TLLM_GEN_PREEMPT_SLACK_S]. A waiter that is
already late (slack < 0), or a next pop from the guard or breaker tier,
never triggers a pause, so under sustained overload the trigger goes
quiet exactly when the queue is furthest behind.
TLLM_GEN_PREEMPT_LATE_TRIGGER=1 drops the lower bound and the tier
condition: the next pop is at risk whenever it is keyed and its slack is
at most SLACK_S, late or not, and num_at_risk counts every keyed waiter
in that range. The trigger stays head-only and the per-pass budget is
unchanged. Default 0 keeps the current behaviour. The flag is a
GenPreemptionConfig field, so the startup "enabled" line shows it.
Meant to run with TLLM_GEN_PREEMPT_MAX_PER_REQUEST=2.
Tests: late and guard-tier next pops trigger only with the flag, an
on-time next pop with too much slack never does; a request is paused
twice through the executor pass (resume lane, hysteresis) and its third
pause is refused at max_per_request=2; the startup line shows the knobs.

…et_output_tps) and an adaptive TPOT-budget controller
Replace the TLLM_GEN_PREEMPT_* environment knobs with
scheduler_config.gen_preemption (prototype) and derive every other
parameter online.
Config: set at most one of
- tpot_budget: allowed mean-TPOT increase from pauses, in (0, 1);
- target_output_tps: per-request output tokens/s to keep (> 0), converted to
budget = max(0, R0 / target - 1) with R0 the measured unpaused per-request
rate (GenPreemptionSettings.budget). Nothing is paused at a zero budget.
Neither: off (no pool grows). Both: validation error. Pipeline parallelism
and attention DP are rejected in TorchLlmArgs validation; PP is checked again
at executor setup with a ValueError. A missing auto GEN admission policy or
KV cache manager V2 scheduler disables preemption with one warning.
Policy (sim phase 21): with D the running mean decode time and R0 = 1 / the
running mean TPOT of completed requests (pauses excluded, 500 completions),
- at-risk window g x 0.15 D; g in [0.25, 2] is an integral controller, one
step per completion once the admission target X is set, time constant 3000
completions, holding the mean TPOT inflation from pauses at 0.8 x budget;
- victim: the longest resident request, ties newest (victim_key); the
newest / tps / long policies are removed;
- paused cap 0.375 x max_num_active_requests (also the pool headroom);
forced resume after 0.35 D, minimum decode 0.07 D (10 s / 2 s until the
first completion); late trigger always on; 2 pauses per request, 1 per
pass.
Inputs stay rank-identical (completions are requests leaving the active
list, timed on rank 0's broadcast clock); no new collective.
Pools are sized from the settings installed at executor creation
(gen_preemption.set_active_settings) instead of the environment; the
executor gets its settings through the PyExecutor constructor. The 30 s
rank-0 stat line adds g, the window, D, R0, the budget and the TPOT
inflation of the window's completions. Telemetry manifest and the
disaggregated-serving docs cover the two fields.
Tests: settings, exclusivity and bounds, the R0 / target conversion, pool
headroom, wait victim order and zero-budget gating, guardrails, controller
(warm start, fixed budget, one step per completion, no update before X or
without a budget, clamps, convergence from g = 0.25 / 1 / 2 on a toy plant),
executor pass and setup (PP rejection), llm_args round trip and validation.

…objective (laxity victims, sacrifice credit)
target_output_tps no longer converts to a TPOT budget (max(0, R0 / T - 1)).
It is now a service-level objective: T is a per-request output-rate floor
that at least 1 - eps of the requests meet (eps = 0.2, an internal constant).
tpot_budget keeps the phase-21 controller and wait victims unchanged.
Policy (k3-disagg-sim phase 24, SIMULATION 6.25):
- laxity L = t_first + (max_tokens - 1) / T - (now + remaining / r), r the
request's own unpaused rate;
- victim: the largest L among requests with L >= 0.02 D and < 8 pauses,
resumed when L is down to 0.01 D (or after 0.35 D); else a request
already below T (L < 0 or sacrificed) with < 3 pauses, longest resident;
else, with credit >= 1, sacrifice the longest resident (credit -= 1);
- credit per completion after X: clamp(credit + eps - [below T]
+ [sacrificed], +-3000 eps);
- resume lane: earliest forced-resume time first (least laxity);
- window fixed at 0.15 D (no controller), cap 0.375 x
max_num_active_requests, late trigger on.
All inputs are rank-identical (token counts, max_tokens, completions, rank
0's broadcast clock); no new collective. The 30 s rank-0 stat line adds

…m the change
Same user-facing config (tpot_budget / target_output_tps) and the same
decisions; the change is about half its previous size.
- gen_preemption.py: one per-request state object, one GenPreemption.step()
entry point per scheduling pass (observe, resume, pause), the two modes as
two victim strategies over shared pause/resume bookkeeping, a single
resume lane ordered by due time, a short stat line, and executor setup
checks (create_gen_preemption) moved out of PyExecutor.
- The late trigger is always on (it was never configurable), so
GenAdmissionWaitingQueue.num_at_risk drops its flag.
- Pools add resident_headroom() unconditionally (it is 0 when preemption is
off, and pipeline parallelism is rejected when it is on).
- Shorter llm_args descriptions and docs; focused, parametrized tests.

Walkthrough
This change adds configurable generation-slot preemption to the PyExecutor. The controller can pause eligible decode requests when a waiting request is at risk, while retaining their request state. Scheduler, speculative-cache, and capacity logic now account for paused requests.
Adds GenPreemptionConfig with mutually exclusive tpot_budget and target_output_tps settings. Validates unsupported parallelism modes and passes the configuration into executor setup. Adds usage-manifest entries and feature documentation.
Admission risk and preemption decisions tensorrt_llm/_torch/pyexecutor/scheduler/gen_admission_queue.py, tensorrt_llm/_torch/pyexecutor/scheduler/gen_preemption.py, tests/unittest/_torch/pyexecutor/test_gen_preemption.py
Adds queue queries for the adaptive target and at-risk waiters. The controller tracks request completion and pause time, selects eligible requests, and manages pause and resume decisions for the configured policy.
Passes paused request IDs through the executor and scheduler. The V2 scheduler omits those requests from scheduling while retaining them in place, and decoder input preparation receives the paused IDs.
Resident capacity and speculative state tensorrt_llm/_torch/pyexecutor/_util.py, tensorrt_llm/_torch/pyexecutor/kv_cache/*, tensorrt_llm/_torch/speculative/dflash.py, tensorrt_llm/_torch/speculative/dspark.py, tests/unittest/_torch/pyexecutor/test_gen_preemption.py, tests/unittest/_torch/pyexecutor/kv_cache/test_kv_cache_estimation.py, tests/unittest/_torch/speculative/hw_agnostic/test_dflash_config_budget.py
Adds preemption headroom to sequence and cache capacity calculations. DFlash and DSpark retain paused requests’ slots and state, and allocate request slots for the added headroom.

Forced resumes can exceed batch capacity, displacing another live request without clearing py_batch_idx. Its next decode advances position_ids incorrectly; please reset overlap bookkeeping and preserve drafter state for displaced requests.

Fixed in cc67f75 by clearing py_batch_idx and preserving DFlash/DSpark state for displaced live decode requests, with regression coverage for a forced resume at full batch capacity.
A forced resume makes the step return the full occupancy, so admission is blocked.
scheduler.set_gen_paused_ids receives the controller IDs.
_schedule writes paused_in_place_ids.
_schedule clears py_batch_idx on a displaced request.
The drafter keeps the slot and context length of a request that is paused in place or displaced, and a later resume reuses them.
Previous review gap: this test closes the earlier gap on the executor hook.
Execution: the test uses mocked clocks and CPU stand-ins, so it is deterministic. The earlier review found the file covered by the parent-directory entry in l0_cpu.yml.

…ced requests resume last
- create_gen_preemption() raises ValueError with pipeline parallelism again
(as llm_args validation does) instead of warning and disabling.
- target_output_tps: the resume lane sorts sacrificed requests after every
other paused request, then by due time; the forced resume at the maximum
pause still applies to them.

🟠 Major (question on the baseline) — compare against a larger max_batch_size at equal TPOT cost?
The GPU result trades +6.7% mean TPOT and −0.3% tps for −2.49 s TTFT p90. Pausing reorders decode time, so total GEN throughput is unchanged.
The 48-request resident headroom costs about the same KV/recurrent/drafter memory as 48 extra batch slots. A batch bump (e.g. 128 → ~136) also costs TPOT, but it adds throughput, which in this closed loop is what shrinks slot wait for every request. Was a max_batch_size arm at the same TPOT increase compared? If preemption still wins on p90 (it targets at-risk waiters, which a batch bump does not), a line in the description would close this.
The reason will be displayed to describe this comment to others. Learn more.
Good point. I ran the batch arm on GPU (DWDP16 context, c220, 32 GB300, GEN helix-CP16 + MTP6, same tree and image as the preemption run, preemption off).

b144 was sized from a fit on the control to cost +6.7% TPOT. It came out at +16.1%: on this setup the GEN decode step jumps by about 11% as soon as the batch goes past 128 (≈90 ms at 125–128 requests, ≈102 ms at 129, ≈110 ms at 141–144). So there is no max_batch_size above 128 with preemption's TPOT cost here.
At +16% TPOT and −4% throughput, b144 gains −1.27 s on p90 vs −2.49 s for preemption. It is better on p50/p99/mean, as you'd expect from more decode capacity for every request, while preemption targets the at-risk tail at a fixed batch size.
In simulation the two levers add (preemption gives another 1–3 s of p90 on top of a bigger batch). If the step above 128 were linear, an equal-TPOT batch would beat preemption on p90 by about 1.3 s, so the bigger batch is the better lever only when it is cheap per step.
…e-tail retry
When a remote-tail replay cannot allocate KV, _schedule_loop retries
admission without the replay. The retry was passed requests_list, which
already excludes paused decodes, so its PEFT pre-claim scan missed their
resident adapters and could admit a context request with another adapter
beyond the PEFT page budget. Pass active_requests instead; the retry
rebuilds the same filtered list and pre-claims every live adapter.

This adds the paused cap to SWA sizing, but Kimi K3's NVFP4 MLA layout binds its own version returning max_batch_size * pp_size (fp4_mla/cache_manager.py:1101), and its static cost charges the HP ring for max_batch_size only (L1168). DeepseekV4CacheManager's quota helpers and static cost (deepseek_v4/cache_manager.py:1003, 1050, 2063) also use max_batch_size, while its pool-ratio constraint (L1224) uses the padded value. So paused requests' HP ring / SWA pages are not budgeted on these models, and the doc's "sliding-window reservations include the paused cap" does not hold there. Should those paths add resident_headroom() too, with a sizing test?
The reason will be displayed to describe this comment to others. Learn more.
configure() reserves the paused cap in every pool (sequence slots, KV index, SWA reservation, recurrent state, DFlash/DSpark slots) whenever gen_preemption is set. create_gen_preemption() can still turn the feature off with only a rank-0 warning (auto admission policy not selected via TLLM_GEN_ADMISSION_TTFT_PERCENTILE, or no V2 scheduler), so that worker keeps a smaller KV pool and gets no preemption. Could the creator check those prerequisites before configure(), or raise as it does for PP?

GEN slot preemption adds an opt-in path for the
autoGEN admission policy. When the next queued request risks missing its TTFT target, the controller can pause an eligible decode request in place. The paused request retains resident state and does not enter the scheduled batch.The configuration supports
tpot_budgetortarget_output_tps, but not both. Preemption adds resident-pool headroom and preserves DFlash and DSpark request state. It requires the V2 KV cache scheduler and rejects pipeline parallelism and attention DP when enabled. Review findings and severity counts are unavailable.QA Engineer Review

Builds on the TTFT-percentile GEN admission queue from #20736 (merged), and only takes effect with its
autopolicy.Problem. Under agentic multi-turn load, a disaggregated GEN worker is bound by its slots, not by KV: all
max_num_active_requestsslots are taken by decode requests. A waiting request whose TTFT is about to miss the admission target X can then only wait for some request to finish, and the GEN queue's ordering cannot help it.Mechanism: pause in place. When no slot is free and the request the admission queue pops next is at risk (its slack
X - (age + s2f)is within the at-risk window, or it is already late), a decode request is paused and the freed slot admits the waiter. Pauses are paid for in TPOT, bounded either by a TPOT budget or by a per-request output-rate objective.max_batch_size, so CUDA graphs are unchanged. DFlash's config-time private-arena estimate and its reported fitting batch size include the same resident headroom as allocation.tpot_budget: the longest resident request (ties: the newest). Its first token is long out and it is the furthest from any TTFT deadline. The order is one small function,GenPreemption._key.target_output_tps: the request with the most slack against the target (see the design note below), else one already below the target, else a sacrifice paid from a small credit.tpot_budget; withtarget_output_tps, least slack first and sacrificed requests last, after every other paused request. A request paused for the maximum pause (or, withtarget_output_tps, whose slack is down to a small margin) resumes regardless. When forced resumes make more requests eligible than fit in a batch, a live decode request left unscheduled resumes from its host token and retains its DFlash/DSpark state. The returned count is active occupancy, so an over-capacity count blocks new admissions.tpot_budget(8 slack-bounded pauses, 3 below the target withtarget_output_tps), a minimum decode time before a pause, 64 decode steps after a resume before the next pause, near-finished requests kept.max_tokens, the broadcast waiting queue, and rank 0's clock (already broadcast for theautopolicy). The controller and the objective's credit only add completions (requests leaving the active list) timed on that clock. No extra collective is needed, and it also runs under helix CP.scheduler/gen_preemption.pyholds the policy.GenPreemption.step()runs once per scheduling pass (track, resume, pause) and returns the admission count; the two modes are two victim strategies over the same pause/resume bookkeeping.create_gen_preemption()does the executor setup checks.PyExecutoronly callsstep()and hands the paused ids to the scheduler.Configuration

Set exactly one of the two fields:pipeline_parallel_size > 1orenable_attention_dp=Truewith preemption on:ValueErrorat LLM-args validation. The executor raises the same error for PP; with attention DP it keeps preemption off with one warning.autoGEN admission policy (TLLM_GEN_ADMISSION_TTFT_PERCENTILE) and the KV cache manager V2 scheduler. Without them preemption stays off with one warning at startup.KV pressure: pausing frees batch slots, not KV pages. Paused requests remain outside KV eviction candidates. Size the cache for active plus paused requests; full-attention demand still depends on sequence lengths. Disaggregated GEN workers cannot recompute their context, and Helix CP raises on decode allocation failure before attempting eviction. Reduce concurrency or increase the KV budget under combined slot/page pressure. Pool sizing assumes one executor per process.

It is better on p50, p99 and mean, as more decode capacity helps every request; preemption targets the requests about to miss the TTFT target at a fixed batch size. In simulation the two add up, and an equal-TPOT batch would beat preemption on p90 (by about 1.3 s) only if the step had no jump above 128.Test Coverage
