Reconcile public repository lifecycle metadata

What changed

• aligns openadapt-agent with the Beta lifecycle declared by its current README, package metadata, and release
• adds an accurate lifecycle-bound description target for openadapt-capture
• records OpenAdapter and OpenReflector as already archived without changing either repository
• makes empty lifecycle groups explicit YAML lists and guards critical repository assignments

Why

Independent frozen-head review of #8 found three public-truth inconsistencies. This is a focused fix-forward from the merged main state; it does not remove capabilities, archive repositories, or alter runtime behavior.
