fix(asap-tools): support Google cluster-data experiments

Summary

• add the required Prometheus monitoring configuration to the Google cluster-data experiment
• support per-cluster-data-exporter scrape intervals and timeouts
• configure Google task_usage replay with a 60s scrape interval and 30s timeout
• document Google and Alibaba real-data experiment procedures, queries, aggregation columns, and analysis commands
• disable controller punting for these experiments

Validation

• ran the Google experiment on CloudLab node18/node19 with real part-00000-of-00500.csv.gz data
• baseline and sketchdb modes completed with 10/10 successful query repetitions each
• run_compare_latencies.sh and analyze_monitor_output.py completed successfully
• pre-commit checks passed
