Fix quickstart dependency resolution and CLI integration tests

Summary

• relax dev Ruff constraint to avoid unavailable exact version resolution
• align CI Ruff install with project dev constraint
• ensure dev extras include full runtime/auth dependencies expected by quickstart
• update studio CLI integration test to use current Studio Typer surface instead of removed sage-cli app export

Validation

• pytest tests/integration/test_studio_cli.py -q
• pytest tests/ (local): 127 passed
