enforce Python 3.11 as active project baseline
comment out legacy Python 3.10 configuration and CI matrix entries
fix quickstart Python version gate and shell block structure
align studio CLI integration tests with current CLI plugin registration path
modernize string enum definitions to use StrEnum for Python 3.11
