Added the NostrNip04MessageProvider as a general use struct for generating queues to access the given nsec's nip04 DMs. The NostrNip04MessageProvider manages a queue of direct messages as a singleton, exposing queue cursors to access data in the queue. This implementation currently pulls all the direct messages but I'm looking into how tags are used in Resolvr and whether we can request the relay filter DMs that are not related to Resolvr.
