feat: per-section Clear button#24

Each of the eight workflow panels (Keypair, Multisig, Coin control, Build, Decode, Sign, Finalise, Submit) now has a Clear button in the top-right of its header. Clicking it resets the section's local state — inputs, outputs, error messages, progress, and any expanded panels — without touching other sections. No page refresh required to start fresh. The button is a subtle ghost chip with a ↺ glyph that turns danger-red on hover so accidental clicks read as 'destructive' at a glance.
