docs: transcribe #805's CHANGELOG entry (#802) - #821

PR #805 merged with no `## CHANGELOG entry` section in its body at all, which the template asks for even when the answer is None. My omission, on my own PR. The entry is written here rather than left out, since #805 is the largest docs change in the release. `--verify-transcribed` will keep listing #805 under "no entry section in the PR body", alongside #757. That is accurate and permanent: it reports what the PR did, not what the file now says.

My omission, on my own PR, one merge after opening #806 to clear exactly this backlog.The entry is written here rather than skipped, because #805 is the largest docs change in the release: 1,249 sections added across 61 pages, coverage 509 -> 0, and a two-part fix to the census that measures it.
