Extract Ruby installation logic into a separate script that can run before both rubybench and basic_benchmark.rb. This enables rubybench to use locally-built Rubies instead of Docker images.
- Add debug output showing BENCHMARK_RUBY_PATH and BENCHMARK_DATE - Explicitly pass env vars to ec2.sh for clarity
Allows run_rubybench.sh to work standalone without requiring dispatch.sh to source install_rubies.sh first.

This PR adds the mechanism to the Github Actions workflow to run
ruby-benchsuite via therubybench/rubybenchrunner.Output format and location is controlled by the rubybench runner, and the default handlers from the
ruby-benchproject are being used instead of the overridden handlers from this project.
