This PR moves to newer Python versions (>3.10). This includes the removal of deprecated functions and updates to the CI. In addition, a Constellation satellite has been added for integration into Constellation. The general functionality of the branch with hardware and with/without Constellation has been tested at a test beam (with Python 3.12). There are still some tasks to do:
Also I removed the tests for the online monitor. These tests basically tested only online monitor features like correlation that were not used. Maintaining these tests creates some unnecessary overhead in my opinion. In the future more dedicated software tests could be added to ease future development.
