ci: pin rsvg-convert for reproducible diagram PNGs - #6

Pin runs-on to ubuntu-24.04 and librsvg2-bin to the immutable noble release-pocket version (2.58.0+dfsg-1build1) so CI rasterizes diagram PNGs deterministically and stops re-committing byte-different images. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
