Add zapret-deck to Plugin Store

zapret-deck is a Decky Loader plugin for Steam Deck that allows users to bypass network DPI restrictions (YouTube, Discord, etc.) using zapret (nfqws) desync strategies, and integrate Cloudflare WARP VPN using usque with automatic system-wide routing.
