Malformed streams with negative counts still fail with an unchecked exception rather than InvalidObjectException. The fix is a one-line change per check, so the risk of merging is low. Remaining uncertainty concerns custom serialized data that exceeds the limits and how consuming applications expose deserialization. Retained concerns Security review detailsSecurity Blast Radius

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Reject negative counts as well as counts above 1,024.
The checks only test the upper bound. A negative stdSize or savSize passes the check. new long[stdSize] then throws NegativeArraySizeException, which is a runtime exception and not an IOException. The serialization contract expects InvalidObjectException. The same problem applies to savSize.
The stdSize + 1 array is also affected. A value of -1 makes the long[] allocation throw before that point.

Reject a negative ruleSize.
in.readByte() returns a signed value, so ruleSize can be negative. The ruleSize > 16 check passes it. new ZoneOffsetTransitionRule[ruleSize] then throws NegativeArraySizeException, not InvalidObjectException.

A 53-byte stream naming the zone Ser delegate, with a standard transition count of Integer.MAX_VALUE (JDK 11, -Xmx256m):
Found by reading the zone serialisation code after #217. readExternal sizes its three arrays from counts taken straight off the stream, and as the allocation is not made by ObjectInputStream, a serial filter with maxarray does not see it either. The JDK's ZoneRules.readExternal rejects counts above 1024, 1024 and 16, so I think the backport should do the same; this uses the same limits and messages. The largest counts in the bundled TZDB are 17, 282 and 2.
