[a11y] Email footer text doesn't have enough contrast against the background

Issue Summary

The text in the email footers uses the color #728A94. Against the white email background, this has a contrast of 3.63:1, which is below the required 4.5:1 for text.

This affects people with low vision and reduced contrast perception, since they might not be able to read the text when it is low contrast. The footer text is especially small, and once subscribed to a newsletter contains the unsubscribe link, so sufficient contrast is important.
