Overview
Adds an ai-skills/ directory to version-control a large set of Cursor/agent skill documents (e.g., commit-diff, epics-plus, evm-rpc, Nibiru/Sai playbooks, Postgres psql, and repo-map).

Renames the Go CLI/tool aictx → ctxcat by updating the module path, package names, binary name, and README/docs references.

Introduces skills-pull, skills-push, and skills-diff automation (shell scripts + justfile recipes) to sync ai-skills/ with ~/.cursor/skills, and removes the unused scripts/Cargo.toml.
