Security advisories on transitive dependencies aws-lc-sys 0.38.0 and rustls-webpki 0.103.9.

What does this PR change?

Bumps patched versions in Cargo.lock:

• aws-lc-sys 0.38.0 → 0.39.0
• aws-lc-rs 1.16.1 → 1.16.2
• rustls-webpki 0.103.9 → 0.103.10

No source code or CI config changes.

How has this been tested?

Lock-file only change. All existing CI checks (build, test, clippy, cross-compile) pass.

⚠️ This PR has early commits with non-conventional messages that cannot be squashed (agent tooling limitation: report_progress cannot force-push). Commitlint CI will fail.

Please squash-merge using the PR title, or close this PR and re-trigger the agent on a fresh issue for a single clean commit. The equivalent manual fix from master:

cargo update -p aws-lc-sys@0.38.0 -p rustls-webpki@0.103.9
