Resolve the Registrar doer-list conflict by retaining both the HTTP Receiptor backport and the base branch's configurable registrarEscrow cadence. This updates the existing pull-request branch without rewriting its published history. Focused agenting, tock, and VDR tests plus Registrar and witness-demo smoke checks pass.

Backports the v1.3.3 change of #1166 changing WitnessReceiptor to Receiptor for witness receipts. This uses the HTTP API for receipts and does not require witnesses to also behave as mailboxes.
