Follow-up to #80123.

What?

Migrates the 14 remaining JavaScript and JSX files in @wordpress/components that contain JSX to TypeScript. This removes the package's react/jsx-filename-extension bulk suppressions.

Why?

The JSX filename rule prevents new violations, but these Components files were grandfathered through tools/eslint/suppressions.json. Converting them removes that package-specific debt and adds type checking to the affected source, stories, and tests.

How?

Rename the affected .jsx files and snapshots to .tsx.
Add the types needed by the context provider and existing tests without changing their behavior.
Keep an omitted ContextSystemProvider value stable across renders and cover it with a regression test.
Remove only the JSX filename suppressions. Existing Emotion suppressions remain unchanged.

Testing Instructions

Run npm run lint:js -- packages/components --prune-suppressions.
Run npm run typecheck.
Run the affected Components unit tests and confirm that all 117 tests and 39 snapshots pass.
Run npm run other:check-local-changes.

Testing Instructions for Keyboard

Not applicable. This PR does not change UI behavior.

This default creates a new object whenever value is omitted, so useMemo and the unmemoized context warning fire on later renders. The merge already does value ?? {}. Can we drop the default and keep value optional?
