ci: sync the "Needs WP.org Link" label from the props-bot comment - #279

The Sort props step already knows whether the Unlinked Accounts section survives its own rewrite, so it also keeps this label in sync rather than duplicating that check in a separate step. Repo-specific behavior on top of the upstream props-bot-action, so it lives here rather than upstream.
Shorten the step name and pull owner/repo/issue_number into locals once instead of repeating context.repo.* on every API call.
